المقدمة:

"المواطنةهى تجسيد فعلى لحب الوطن"

على قدر مسؤولية المواطن تجاه الدولة وما يترتب على ذلك من أدائه لدوره الفعلى تجاه حقوقه وواجباته ,يسهم فى قياس شخصيته تجاه الوطن ,فأما أن يكون أداة قادرة على المساهمة فى تنمية الوطن أو أداة هادمة هدفها الوحيد إشباع حاجات شخصية بأنانية تؤدى إلى تهميش دور المجتمع.

من مزايا التربية على المواطنة إنها تقوى قيمة التعاون والتكافل الإجتماعى من خلال سلوكيات يومية لكل فئة عمرية فتغرس قيمة حب الوطن مع مرور الزمن وتضافر الجهود مما يجعل ممارسة المواطنة أمر طبيعى داخل الوجدان وهو ما نسميه الغيرة على الوطن ,فبالمواطنة نحن نأسس أرضية صلبة لمجتمع مدنى منظم تراعى فيه القوانين وينتمى له كل المواطنين بهدف النهوض به.

إن من نعم الله أن من على الكويت بنعم كثيرة ولنا الشرف ككويتيين ومقيمين العيش فيها فنحن نستنشق شذا الكويت كل يوم ونتمنى أن نصبح أعمدة لا تنفك عن بعضها البعض في حمل حضارة جديدة اسمها الحضارة الكويتية وبها يدنا ستبقى هي العليا وليست السفلى في كل المجالات.

يوجد لدينا الكثير من المواطنين والمقيمين الصالحين لكنا لم نتمكن من التعرف عليهم لأن نجاحهم في تحقيق وتنفيذ مفهوم المواطنة الصالحة كان رهين حدوده فلم يصل للآخرين لغياب أو قصور أو حتى عدم تشجيع، فلم يحظوا بما يستحقون من الدعم والتشجيع علما بأنهم تخطوا بمواطنتهم الأمور المحلية وشقوا طريقهم بالبحث المتفاني والدئوب وكان لزاما علينا تشجيعهم وتكريمهم ليتعظ الآخرين بهم.

أتمنى من المولى عز وجل أن تكون هذه الجائزة خالصة لوجهه تعالى وأن تسهم في تعزيز قيمة المواطنة الصالحة لخدمة بلدنا الكويت وتحقيق الاستراتيجية الوطنية التي نصبوا إليها لتكون الكويت في مصاف الدول المتقدمة في شتى المجالات, نحن كمواطنين كويتيين وأيضا المقيمين نتاج القيم التي تربينا عليها في مجتمعنا ونحن أمام الله مكلفين ومحاسبين ومن ثم مثابين.

يجب علينا أن نتفائل بمردود هذه الجائزة لأنها ستعود بالنفع على مجتمعنا الكويتي الكريم ككل وأرجو من الله أن يكلل بالتوفيق مساعينا وأن يفرح الجميع بما سنحقق من إنجاز والذى سيكون مبعث فخر لنا وللوطن ككل .

إن جائزة الكويت للمواطنة هي الجائزة الأولى لتكريم المواطنين والمقيمين الصالحين كتعبير عن اعتزاز وتقدير الكويت لهم على تطبيقهم لقوانين البلد و احترامهم للآخرين ولعادات وتقاليد المجتمع الكويتي وعلى إظهارهم الولاء للوطن وتشجيع الآخرين باختلاف أعمارهم وفئاتهم على إظهار انتمائهم الوطني عبر ممارسة سلوكيات إيجابية تخدم المصلحة العامة للمجتمع قبل المصلحة الشخصية.

إن المواطنة الحقيقية تأتي عبر إدراك الأفراد بشكل متعمق لجميع جوانب حياتنا اليومية و أن يتبع أي قول فعل واضح وسلوكيات فاعلة تؤدي إلى تعزيز ألفتنا الاجتماعية وأمننا الاجتماعي.

الرؤية: أن تكون الجائزة الوسيلة الأهم والأولى في تكريم أفراد المجتمع الكويتي من المواطنين الكويتيين والمقيمين داخل الكويت على أدائهم الواجب الوطني وممارستهم المواطنة الصالحة بصفة دائمة.

الرسالة: تكريم المواطنين والمقيمين من خلال جوائز عينية ومادية كبيرة بشكل سنوي.

أهداف الجائزة:

· تأسيس كيان داعم للمواطنة يحقق رؤية صاحب السمو الشيخ صباح الأحمد وولي عهده لتمكين المواطنين الكويتيين والمقيمين على أرض الكويت من المشاركة الفعالة في بناء المجتمع الكويتي.

· تأهيل المواطنين والمقيمين للفوز والذين أدوا واجبهم على اكمل وجه تجاه الكويت بطاعتهم للقوانين من صغيرها لكبيرها.

· تكريم كل من خدم الكويت في جميع المجالات وقدم مواضيع بحثية ودراسات تخدم المجتمع الكويتي.

أهمية جائزة الكويت للمواطنة:

إن هذه الجائزة تعتبر دافع قوي ومهم يشجع الجميع من كويتي ومقيم من كل الأعمار في الاهتمام بالمواطنة الصالحة والابتعاد عن الكثير من السلبيات في حياتنا اليومية ونأخذ مثال بسيط فيوميا نسمع عن حوادث عبور الإشارة الحمراء كون الكثير لا يهتم بمبلغ المخالفة ويعاود خرق القانون غير آبهين بأرواح بريئة تزهق.

إن المواطنة شعور داخلي فقد الكثيرون منا الإحساس به بدرجات مختلفة ولا يوجد أي خطأ بتعزيزه بأي طرق نجدها فاعلة ومنها هذه الجائزة السنوية.

أن نشر ثقافة التقدير وإظهار الاحترام لكل من يساهم بشكل إيجابي في تنمية و تطوير المجتمع عبر جهودهم الفردية هو أمر إيجابي يستحق منا إظهار امتناننا

الباب الأول:

أولاً للكويتيين:

- الفئة الأولى من 15 سنة إلى 39 عاما.

- الفئة الثانية من 40 إلى 59 عاما.

- الفئة الثالثة من 60 عما فما فوق.

- ملاحظة لا فرق بين الذكور والإناث عند اختيار الفائزين للجائزة وهذا من مبدأ المساواة وتكافؤ الفرص.

- اختيار فائز واحد من كل فئة.

- تحتفظ إدارة الجائزة بحقوق نشر الدراسات والمشاريع ولها الحق في المشاركة فيها إن رأت ما يستدعي هذا الأمر للمصلحة العامة.

الباب الثاني

- إدارة الجائزة :

- يتولى مسئولية الجائزة لجنة خاصة تضم خمسة أعضاء على الأقل من جمعية كوت الوطنية التنموية بالإضافة إلى أمين الجائزة والسكرتارية.

لجنة التحكيم:

تتألف لجنة التحكيم من مسئولين في وزارة الداخلية والعدل والتربية يتم اختيارهم خصيصا ولهم صلاحيات التأكد من المعلومات المسجلة في استمارة الاشتراك وهذا بالإضافة إلى خمسة أعضاء آخرين من جمعية كوت الوطنية التنموية.

مقر الجائزة: جائزة الكويت للمواطنة ومقرها الكويت وعنوانها الحالي يقع في مقر جمعية كوت الكويتية التنموية وهو مقر أولي إلى حين تحديد مقر دائم لها.

توقيت بدأ عمل الجائزة وحفل التكريم: تنظيم الجائزة بشكل دوري وتمنح مرة واحدة في كل عام وتكون مواعيد الإعلان عن الجائزة واختيار الفائزين وفق المواعيد التالية.

1. يتم الإعلان عن الجائزة الاول من شهر يناير من كل عام.

2. يكون الموعد النهائي للتسجيل بتاريخ 15 يناير منكل عام.

3. تتم إجراءات التحكيم واختيار الفائزين من 16 يناير إلى 7 فبراير

4. تقدم الجوائز في حفل كبير يقام في 25 فبراير يوم العيد الوطني

الجوائز والمكافآت:

الجائزة : قيمة مكونات الجائزة

1- شهادة استحقاق الجائزة تتضمن اسم الفائز أو الفائزة وتاريخ الفوز موقعة من صاحب السمو أمير دولة الكويت الشيخ صباح الأحمد حفظه الله.

2- مبلغ مالي كبير يحدد من قبل إدارة الجائزة وهو يدل على قيمة الجائزة المعنوية.

3- مكافآت مالية وشهادات تقدير وتكريم للقائمين على الجائزة ولجان التقييم والتحكيم.

ملاحظة :

· تمنح الجائزة لمن حصل على أعلى نسبه تقدير وفق استمارة الترشيح المعدة من قبل إدارة اللجنة فإذا تساوى مرشحين اثنين فتقسم الجائزة بينهم بالتساوي.

· في حال كان الترشيح من جهات غير فردية فمن الضروري أن ترفق موافقة المرشح على ترشيحه مع استمارة الترشيح.

الباب الثالث

شروط الترشيح للجائزة:

1- لكل مواطن كويتي الجنسية.

2- للمقيمين على أرض الكويت لمدة لا تقل عن 5 سنوات متتالية

3- يشترط عدم حصول المرشحين على أي عقوبات من العقوبات المخلة بالشرف والأمانة بجميع أنواعها وإن كان يوجد أي نوع من التحقيقات وقت الجائزة فيتوقف الترشيح إلى العام المقبل.

4- عدم وجود أى مخالفات مرورية أو عقوبات متاجرة بالخدم والعمالة بجميع انواعها.

5- اشتراط حسن السير والسلوك لمدة سابقة لا تقل عن 10 سنوات سابقة.

6- السمعة الطيبة والشخصية المتزنة شرط أساسي عند الاشتراك بالجائزة.

7- يكون الترشيح من قبل أعضاء لجنة الجائزة و بالاضافة الى نموذج الترشيح

الذي سينشر في الصحف اليومية وعلى موقع الجائزة الإلكتروني المتاح ضمن

موقع الترشيح.

ملاحظة:

باب الترشيح مفتوح وقت البدء في الإعلان عن الجائزة ليغطي العشر سنوات الماضية بالنسبة للكويتيين وطول فترة إقامة المقيمين مهما كان عدد السنوات على أن لا يقل عن 5 سنوات سابقة متتالية.

· تقدم شهادات حسن السير والسلوك وأي شهادة مطلوبة من جهة التحكيم عند طلبها.

الباب الرابع:

التقييم للجائزة:

عند البدء بالتحكيم واختيار الفائزين لجائزة الكويت للمواطنة فإن من أهم النقاط التي يجب أن تراعيها إدارة الجائزة هي:

1- عدم التعرض لأي من ثوابت الدين الإسلامي تصريحا أو تلميحا.

2- عدم التعرض الطائفي والقبلي والمذهبي للأفراد لأن الكويتيين بجميع فئاتهم وأصولهم متوحدين لمصلحة الكويت.

3- التأكد من تطبيق جميع القوانين في دولة الكويت واحترامها بجميع أنواعها.

أما التقييم الفعلي فيأخذ عدة مراحل منها فرز الاستمارات والسير الذاتية للمرشحين وأخذ الأفضل منها ومن ثم التأكد من البيانات بالتفصيل بالتعاون مع وزارة الداخلية والعدل والتربية للتحقق من المخالفات بأنواعها والقضايا والشهادات الدراسية.

ملاحظة:لجنة التحكيم لهم الحق في طلب الوثائق المطلوبة لكل مرشح للتأكد من صحتها ولهم الحق في استدعاء المرشحين ومقابلتهم إذا استدعى التقييم ذلك.

الباب الخامس

المشاريع والدراسات:

حرصا من إدارة الجائزة على متابعة ما يستجد من مشاريع ودراسات تتناول قضايا تهم المجتمع الكويتي في مجالات مختلفة مثل دراسات عن إصلاح البيئة الكويتية وقضايا التنمية فإنها خصصت فرعا للجائزة يهتم بالمشاريع والدراسات لاكتشاف الباحثين المتميزين والاهتمام بأعمالهم ومكافأتهم نظرا لما تقدمه هذه المشاريع من خدمة للمجتمع.

طريقة تقييم المشاريع والدراسات تبدأ من فكرة المشروع – وطريقة عرضه وبعد ذلك طرق تنفيذه وما هي الخدمات التي يقدمها هذه المشروع وأصالة الفكرة وكيفية النهج التي تم به البحث والكتابة لهذا المشروع.

إن نجاح أي دراسة ومشروع يتطلب الصبر والثقة بالنفس والرغبة الصادقة بالعمل والتطور.

إن إدارة الجائزة تمنح الفائز في فرع المشاريع والدراسات جائزة مالية كبيرة للبدء في المشروع وتسهيلات في إجراءات التسجيل في كافة الوزارات ومتابعة أعمال التنفيذ لهذا المشروع وذلك دفعا للتنمية في الكويت.

الباب السادس

الهيكل التنظيمي للجائزة

1- اللجنة العليا :

تتكون الجائزة من فريق يشرف عليها ويتم تعيين رئيسها وأعضائها بقرار من صاحب الجائزة وتجتمع شهريا أو حسب الحاجة وتتولى إدارة الجائزة المهام التالي:

· إعداد النظام الأساسي للجائزة.

· اعتماد اللوائح وتعديلها.

· اعتماد لجنة التحكيم

6- الأمانة العامة للجائزة.

الباب السابع :

الختام : الاستدامة والاستمرار لجائزة الكويت للمواطنة

إن جائزة الكويت للمواطنة هي محاولة قوية لمحو الآثار السلبية التي عانت منها الكويت في استيعاب مفهوم المواطنة كونها كالهوية فعندما تزول المواطنة نصبح بلا هوية.

إن الجائزة تسعى لتذكيرنا بهويتنا الكويتية وحبنا للكويت و تهدف إلى الإحساس بأهمية الوطن والمبادئ والقيم الإنسانية.

إن هذه الجائزة هي كالدواء الوحيد الذي يستطيع أن يشفي مرضنا المتمثل في سلوكياتنا السلبية تجاه الوطن وأتوقع لها الاستمرار والنجاح لسنوات قادمة.

الإيجابيات لجائزة الكويت للمواطنة.

1- عدم وجود جائزة مماثلة في الكويت ولا حتى ولو مشابهة لها.

2- الجائزة تحمل طابع اجتماعي وشخصي رفيع يرقي بمستوى المجتمع الكويتي من كويتيين ووافدين.

Introduction:

As much responsibility of the citizen towards the State and the consequent performance of its role to the actual rights and duties, contributes to the measure of his personality to the COUNTRY, either to be a tool capable of contributing to the development of the country or destructive tool to satisfy the sole purpose of selfish personal needs lead to the marginalization of the role of the community.

The benefits of citizenship education it strengthens the value of cooperation and social cohesion through the behavior of each age group daily WORK. the value of patriotism with the passage of time and concerted effort, which makes the exercise of citizenship is normally within the conscience, which we call the jealousy of the nation, IT FORMS solid ground for organized civil society taking into account the laws and it belongs to all citizens, promotion.

One of God's blessings on KuwaiT THAT We live in KuwaitAND we breathe ITS every day and hope to become an ever-columns from each other to carry the name of a new civilization and the civilization of Kuwait will have the upper hand, not lower in all areas

WE have a lot of citizens and residents of the righteous, we have not been able to identify them because their success in achieving and implementing the concept of citizenship was not dependent on its borders up to others to lack of or inadequate or even discourage, THEY deserve support and encouragement, knowing that they have crossed the local issues and made their way THROUGH dedicated and hard WORKand we had to encourage and honor to learn the lesson of others with them.

We must be optimistic about the positive returns on this award because it will benefit our society as a whole and I ask Allah to crown our success and we will rejoice everyone, including the completion of which will be a source of pride for us and the nation as a whole.

The Kuwait citizenship AWARD is the first award to honor the citizens and residents of the righteous as an expression of pride and appreciation of Kuwait them on application of the laws of the country, and respect for others and for the customs and traditions of Kuwaiti society and the display of loyalty to the homeland and to encourage others of all ages and groups to show their national affiliation through the exercise of positive attitudes in the public interest of the community before self-interest.

The importance of Kuwait Citizenship AWARD:

This award is an important powerful incentive, and encourage everyone from Kuwaiti residents of all ages in the interest of good citizenship and move away from a lot of negatives in our daily lives and take a simple example Every day we hear of incidents of crossing the red light THEY DONT not care about the fact that many of the offense and the amount of re-breaking the law in total disregard of the lives of innocentlost.

Citizenship is an inner feeling many of us have felt in varying degrees and there is no reinforcement of any error we find effective ways, including the annual award.

Management of the prize:

- Is in charge of the award to a special committee comprising at least five members of the Assembly of KOUT as well as to the Secretary of the award and secretarial support.

Jury:

Jury is composed of officials from the Ministry of Interior, Justice and Education are specially selected and have powers to make sure the information recorded in the entry form This is in addition to five other members of the KOUT

Headquarters Award:

Kuwait Prize for citizenship in Kuwait and the current address is located in the headquarters of the KOUT

The timing of the award and the ceremony:

the award IS given once each year and the dates of the Declaration on the prize and selection of the winners according to the following schedule.

1. The Award will be announced the ON first of January of each year.
2. The deadline for registration on January 15 EACH year.
3. Procedures for arbitration and selection of the winners from January 16 to 7 February
4. Prizes at a grand ceremony held on February 25 National Day

The Prize:

The value of the components of the prize

1 - Certificate of Merit award include the name of the winner or winners win and the date signed by His Highness the Emir of Kuwait Sheikh Sabah Al-Ahmad may God protect him.
2 - large sum of money determined by the management of the prize which is indicative of the moral value of the award.
3 - financial rewards and certificates of appreciation and honor for those making the award and the evaluation committee and arbitration.
Note:
• The award is granted to those who received the highest percentage recognition with the nomination form prepared by the management of the Commission, if two candidates are equal, including the award should be divided equally.

• If the nomination from non-individual, it is necessary to be attached to the consent of the candidate for the nomination with the nomination form.

Terms of Nomination:

1 - Every citizen has the Kuwaiti nationality.

2 - for residents on the territory of Kuwait for a period of not less than 5 consecutive years

3 - not required for candidates to any sanctions against the honor and the Secretariat of all kinds and that there was any kind of investigation at the time the award depends nomination until next year.


4 - the lack of any traffic violations or penalties trading homeworkers and employment of all kinds.
5 - the requirement of good behavior for a period of not less than the previous 10 years previously.

6 - good reputation and a balanced personality is a prerequisite when you subscribe to the prize.


7 - the nomination by members of the award and in addition to the nomination form

Note:
Nominations open FROM the start time of the announcement of the award to cover the last ten years for both Kuwaitis and residents along the length of stay regardless of the number of years that at least 5 consecutive years.
• provide certificates of good conduct and any required certification on arbitration upon request

Evaluation of the Award:

When begin THE arbitration BEGINS and selection of the winners of the Kuwait Prize for the citizen of the most important points that must be taken into account by management of the prize are:

1 - not exposed to any of the constants of the Islamic religion explicitly or implicitly.
2 - not to be sectarian, tribal and religious personnel of all categories because the Kuwaitis and their assets are united in the interest of Kuwait.
3 - Ensure the application of all laws of the State of Kuwait and respect of all kinds.

The actual assessment takes several stages of the screening forms and curricula vitae of the candidates and take the best ones and then make sure the data in detail in cooperation with the Ministry of the Interior, Justice and Education to verify the types of infractions, issues and diplomas.

Note: The Jury have the right to request documents required for each candidate to ensure their LEGAL STANDING and have the right to call the candidates and interviewed by the evaluation, if necessary.

Organizational structure of the Award
1 - Supreme Committee:
The Award consists of a team and are supervised by the appointment of Chairman and members of the decision of the award and meets monthly or as needed by the Department of the award the following tasks:
